Why the highest bidder for
pool ???

Headlines in Ketchikan on contract proposals are ever changing.
This last one takes the cake though -- "Pool contract appeal
nixed" should read "Borough picks highest bidder unless
they are local".
Let's see if you're very far away, need to relocate people, pay
their rent, and they're gonna really, really pay attention (pinky
promise) wink wink, they must be a better choice right.
