Tourism money and city projects

Why doesn't some of the money made from tourism go into fixing
terrible roads? Or how about all the dirty and crumbling buildings
(half!) standing everywhere? Ketchikan is like a beautiful woman
with a dirty face. No wonder the only pictures you show of the
city in brochures are those of Creek Street in May on the rare
sunny day. Ketchikan could be cleaned up without losing its historical
charm.
