Whatever the Ketchikan City Government may be doing in regards to rain gauges, taxes and other things that Lt. Dial dislikes it is irrelevant to the fly in. This year the city spent no money on general fly in expenses and paid to send a single city representative to Juneau, whose main job was to lobby for the Swan Lake expansion project, a project that even Lt. Dial must support on some level because he uses electricity and can't be excited paying the diesel surcharge when Ketchikan's electrical load outstrips Swan Lake's current capacity. With regards to the dozens of people lining up for free drinks, Lt. Dial must have been at a different party. This year's Ketchikan Community Reception had a no-host bar. Dave Kiffer
