What is ethanol? Is it something that a nation use to its advantage or to its dis-advantage that have missed the mark of a corroborative undisclosed aftermath if we look into the hazards of a polluted air undetected? The case at bar is the complaint initiated by the residents of a silent city in the Philippines known once as "The Biggest Little Town" just it become a near plague city called San Carlos City in Negros Occidental, in the Philiipines. At the helm of this unchecked controversy, people or residents started to feel and smell, went to the extent of consulting both locally and internationally, with the purpose of sharing to the pollution experts what hazard it can do to senior citizens if it exacerbate their asthma sufferings, or the childrens lung functions may result by wearing oxygen mask or lie in hospital beds waiting for the city to do something about it. This ongoing problem that has the concern of the residents expecially in a never heard city in the Philippines of San Carlos City in Negros Occidental, who was dubbed as the hub of the once prosperous sugar plantations that was thought of a never ending supply of exports, at the present time, the once span of the vast sugar central abruptly came to a halt and the unemployment statistics that life started to wane down the drain. The local government heads, according to the message sent by San Carlos Vice Mayor, Dr. Edgardo Quisumbing said that the City Council has filed a resolution to the effect to stop the foul smell that had been bothering the breathing problems of the city. It should be remembered that Dr. Quisumbing visited Ketchikan in Alaska, on a semi official trip bringing a letter from Mayor Gerardo Valmayor of San Carlos City in an open invitation to visit their city. A liaison ex-officio officer thereby accompanied the group to have the courtesy call to Kethcikan Mayor Lew Williams III, and exchange pleasantries last September 2013. I followed up Mayor Lew Williams III for his acceptance of the open invitation to visit San Carlos City in Negros Occidental, but because of impending start of the cruise ship season that Ketchikan ports has a hands on of the Ketchikan Mayor refurbishing status, he officially told me that probably after the summer he will discuss who among the city council in their meeting to be announced. In the meantime, the problem of the health hazard from the overflow of the ethanol foul odor that has affected the residents, Mayor Gerardo Valmayor will have the priority in resolving the problem.
