Cruise Ships' Diesel Exhaust

It appears as though the cruise ships tied to Ketchikan docks
are running their diesel powered generators while in port. If
they are, then my question is "why is this allowed?"
They should be required to use local shore power as boats in
marinas do and pay the going rate for electricity, while cutting
diesel exhaust into our air.
