Bridge to Gravina

I have been reading about this bridge to Penock for awhile now.
What is the purpouse of going to Penock? Why not the mainland
where more people could come and visit or move to Ketchikan without
spending $500 or more to get there. Easier access more money
spent in the community? Has a price comparison been made to see
what makes more sense? Just a thought.
