Deterioration of South Tongass

This is around our 8th visit back to Ketchikan since 1992. I
have seen the paving of North Tongass out to Settlers Cove. Current
upgrades to Tongass Ave. thru the city. Why has South Tongass
been allowed to deteriorate to its current condition? It was
like this three years ago. I am sure there are more residents
per mile on South Tongass than any other stretch of highway on
the island. With oil hitting $75.00 today, the State should
be able to pave it in gold.
