Peace Payments

In the early 1800s the United
States literally paid on an extortionist's threat during the
Barbary Wars, paying tax to a Muslim leader in Tripoli for a
promise of peace. That treaty was violated on 9/11 with attacks
on the US by Bin Laden. Some history can be found on this in

It's however unfortunate that
the United States has 'paid for peace' repeatedly throughout
our history.
