Lodging regulations for residents

In this day and age you think the residents of Ketchikan and the Outer Prince of Wales Borough would push for lodging regulations in Ketchikan. In the winter months the local residents from out of town are the bread and butter to an already dying economy - but in the summer it is worsened by the almost 100 percent increase in lodging rates.
In the Winter it costs approximately $106 to get a hotel room at the Cape Fox for one night, in the summer nearly $220! That is not just for the Cape Ffox either the Landing rates for locals also jumps a mere 60% in costs!
I wish the Bourough would look at what kind of business this takes away from the City of Ketchikan as tour season is only 3 months.
