Marine passenger fees aka
head tax

In reponse to Mr. BOLLING's comment, it is my understanding the
marine passenger fees aka head tax can only be spent on things
for which a connection has been established with the passenger,
i.e. Port facilities or related amenities like sidewalks and
other "uplands" projects.
