Permanent Fund

My thoughts on the Permanent Fund is the question should be put out to the public and ask them if they would prefer a one-time pay out, let it be good for up to 10 years.
I know this was brought up a while back in giving those that received a Dividend since it started of a one time payment of $25,000. I really think this should be done, because I see the Dividend of Alaska is going to start dwindling away.
How much I want to know is what percentage was used to cover costs that Alaska has? Was the State's Dividend used to pay for the President to be in Alaska for, what 3 days? I'm curious.
