The 47-year-old Richards joined the Department of Transportation and Public Facilities (DOT&PF) in 1991 following 10 years of professional engineering accomplishments in the private sector where he worked on road, airport, mining and oil development projects including the Red Dog Mine, the Bradley Lake Hydroelectric project and various North Slope oilfield projects. "Frank's vast knowledge of the state's transportation needs, coupled with his experience of 16 years with this department, make him an obvious choice to handle the responsibilities associated with his new position," said Commissioner Von Scheben. Richards is currently serving as the Statewide Maintenance and Operations engineer. He replaces John Mackinnon who will depart DOT&PF at year's end. Richards holds a bachelor's degree in civil engineering from the University of Maine. He is also a registered, professional engineer. Richards, his wife Darcy and their two dogs reside in Juneau.
