HOW ABOUT PENNOCK TO GRAVINA TOLL BRIDGES UTILIZING A TOLL THAT IS AT LEAST EQUAL TO THE CURRENT FERRY PAYMENT RECEIPTS AND BASED ON A ONE-WAY VEHICLE CHARGE?
