Open Letter: The Emergency Leak on the Centennial Building Roof By Gary R. Croy December 11, 2013
The council has been given erroneous information concerning the leaks on the Centennial Building roof. 1. Emergency leak: Myself and the previous city engineer inspected this roof 10 years ago, it was leaking then and has continued to leak since. 2. I gave them an estimate then to repair or replace the roof. It was decided that the building was going to be replaced or remodeled and they did not want to spend the money on it. 3. There are 3 (three) roofing contractors in Ketchikan who are quite capable of performing these repairs. I do not know if the other two are licensed by any manufactures, but we are licensed by Firestone, FAF, ALT Systems and Mulehide to supply and install warranted roofing and roofing repair systems. 4. I believe the fires that have been occurring for years were more of an emergency and yet the city had the time to request competitive bids. Declaring emergency's to award work to a particular contractor instead of using the competitive bidding process is not only unfair to LOCAL qualified contractors but also not in the best interest of the LOCAL tax payer.
