Alaska: Update
to 1988 ANWR Plan Will Include a Wilderness Review - The
U. S. Fish and Wildlife Service (Service) recently announced
that the Service is beginning an update of the Arctic National
Wildlife Refuge's 22 year-old Comprehensive Conservation Plan
that will establish goals and objectives and include wilderness
and wild and scenic river reviews. A comprehensive conservation
plan is required for each national wildlife refuge, guides stewardship
of the refuge and is normally updated every 15 years.
Responding to the update of
the Arctic National Wildlife Refuge's 22-year-old Comprehensive
Conservation Plan to include consideration of new wilderness
designations within ANWR, U. S. Senator Mark Begich (D-AK) said
in a prepared statement, "The Obama administration is wrong
to pursue new wilderness in the Arctic National Wildlife Refuge
or anywhere else in Alaska."
Begich said, "I'll fight
any effort to block development of the enormous oil and gas likely
beneath the Arctic Refuge. I'll work through my position on the
Senate Budget Committee to cut any funding for this effort, and
with the other members of Alaska's congressional delegation to
short-circuit this unnecessary, money-wasting review."
The planning process will begin
with public meetings to discuss issues and future goals for stewardship
of the Arctic Refuge. The Service will meet with the public this
April and May in the following communities in Alaska: Anchorage,
Arctic Village, Fairbanks, Fort Yukon, Kaktovik, and Venetie.
There will also be a public meeting in Washington DC on May 4,
2010. Dates, times, and locations of the other meetings will
be announced locally in advance. The meetings will help the Service
identify issues and draft alternatives for future stewardship
of the refuge. After evaluating public comments, the Service
will release a draft plan for public review and comment in February
2011. Based upon a thorough review of comments, the Service will
issue the final plan and record of decision in April 2012. -

Alaska: DISTURBANCE
AT HUDSON CORRECTIONAL FACILITY - A disturbance by eight
Alaska inmates at the Alaska Department of Corrections' contract
facility at Hudson, Colorado ended early this morning without
injuries to staff. The disturbance was limited to the segregation
unit. Some inmates involved reported minor injuries.
The incident began at 1:30am
when eight of 41 inmates in the segregation unit refused to return
to their cells. Staff at the unit remained in a secure area while
a response team was assembled.
There was no fire, however
the inmates triggered a fire alarm which brought a response from

Southeast Alaska: Landowners
Ordered to Restore Salmon Stream and Wetlands near Haines, Alaska
- Robert and Nancy Loomis of Kilgore, Texas, have been ordered
by the Environmental Protection Agency to repair damaged wetlands,
restore a salmon stream and better manage stormwater runoff on
their property located near Haines, Alaska. The Loomis' received
the Order after EPA alleged they discharged fill material, consisting
of mud, dirt, gravel and rock, to this valuable fish and wildlife
habitat.
According to Marcia Combes,
Director of EPA's Alaska Operations Office in Anchorage, wetlands
on the Loomis' property drain into the Takhin River, an important
salmon stream that flows into the Chilkat River. Both the wetlands
and adjacent small stream provide essential fish habitat for
juvenile coho, cutthroat trout and Dolly Varden.
"Landowners must get the
necessary permits before beginning construction and fill projects
to protect Alaska's unique environment," said EPA's Combes.
"Filling wetlands, installing culverts and failing to control
storm water runoff can harm both water quality and fish and wildlife

a nap helps delete brain e-mails By LEE BOWMAN - Scientists
continue to find new clues to how the brain processes information
and remembers certain things.
And it turns out that one of
the best memory tools around may be a nap.
Researchers at the University
of California, Berkeley, reported earlier this year that a group
of student volunteers who took a 90-minute, mid-afternoon nap
markedly outperformed a similar group who got no nap when both
engaged in a round of learning exercises later in the day. -

has its tedious moments, but there's a difference between dying
to see the time clock hit 5 p.m. and being "bored to death."
Researchers at University College
London found some evidence that being bored may have an impact
on people's life spans, as explained in a study released recently
that tracked a group of civil servants and found those who reported

- One of the persistent frustrations in cancer treatment has
been the way that tumors can evade our immune systems as they
grow and multiply inside our bodies.
Even though cancer cells have
special surface markers, known as antigens, the body often doesn't
seem to be able to mount a full-fledged attack against the tumors,
and the longer they last, the more they seem to suppress the
immune response.
Yet it doesn't have to be that
way, says a dedicated band of scientists in universities and
companies around the globe. In fact, they say, we may be on the
verge of being able to vaccinate people against cancer in the

Sealaska
Land Bill By Chasina Worman - As an Alaskan resident and
commercial fisherman, I am writing to voice my opposition to
the Sealaska Bill (S.881) . This legislation will be detrimental
to Southeast Alaska. Sealaska has selected prime parcels, that
are currently public lands, that they would like. Some names
around Ketchikan that my family and I frequent and enjoy are:
Dog bay, Naha, Clover Creek, Shrimp Bay, Burns Narrow, Bostwick,
Gravel Point (Duke Isand), Chasina Pt., just to name a few. Plus
an additional 46 acres in Misty Fjords. This land will become
private and will be owned by a native corporation. This legislation
gives land that the public uses and enjoys to a timber centric

fishery that had been closed for nearly 25 years because of the
waste. They did this under the guise of needing to gather new

this fair? By Rob Holston - When Walmart showed interest
in "invading" Ketchikan there was much concern and
discussion. As in most small towns, the fear came mostly from
small business owners who had invested their lives and quite
possibly their homes and 80 hour work weeks into making their
businesses successful. The fear of unfair competition was at
the crux of the controversy. Walmart paid a fair market value
for the property, pays property tax & charges sales tax.
Walmart invested THEIR money. However, OceansAlaska uses tax
payer's money, public funding, to invest in their mega-tourist-atraction.
The government "gives" OceansAlaska 28 prime acres

we let the government slide on the promise to fulfill the ANCSA
that they have signed and left unresolved to be out voted by

Voting yes [on Tuesday, April 6th] only means the city can look
for a buyer for telecommunications. Ketchikan KPU cannot complete
against GCI, AT&T etc. in the telecommunications business.
We would need to buy massive equipment to keep up. This would
suck out all the money and some day we will have to sell because
GCI etc. has a lot more money to build these connections. We

a certain age will remember a once popular game show, called
Let's Make a Deal. The classic gimmick of the show was that contestants,
having obtained a prize of moderate value, would be offered a
chance to trade their prize in, sight unseen, for what was behind
door number three. The trick was, only the show s host, Monty
Hall, knew what was behind door number three and while it could
be a valuable prize the contestants also ran the risk of losing

Bill, S.881 By Bob Claus - I thank Arne Fuglvog of Senator
Murkowski's office for traveling to Edna Bay and meeting with
the residents there. I was glad to have been able to attend as
well, and was impressed by the measured tone and thoughtful responses
opposing the Sealaska land selections on Kosciusko Island from
everyone who spoke. 100% of the community attended the meeting
and opposed S.881. I also heard a great amount of hope and optimism
for the future of Edna Bay and our other small communities surrounded
by the Tongass National Forest so long as they continue to have
community input through the forest planning processes. -

is not the solution for Southeast Alaska By Sandy Powers
- Community hearings on Senate Bill 881/HR 2099 held in Edna
Bay and Point Baker/Port Protection last week reconfirmed that
a majority of Southeast Alaskans are opposed to this bill that
would give 80,000-some acres of public-owned, roaded National
Forest land to Sealaska Corporation. There was unanimous opposition
from these three communities, with residents from age 13 to 82
speaking passionately of how their lives and futures would be
forever adversely changed by this legislation. Hearings in other
communities throughout Southeast were held earlier in the month.

Why is the taxpayer again being asked to bail out a corporation?
Why are small communities, the public, and businesses that depend
upon public lands for their livelihood and recreation being asked
to give it up for a private corporation? Sealaska's Vice President
spoke in Ketchikan on March 31st , stating the Corporations need
for S-881 to pass quickly, because they only have two years of
