Ketchikan:
Legislature Passes FY12 Capital Budget; Senate District A to Receive $157 Million in Appropriations - Late Saturday night, the Legislature adjourned from the first Special Session of the 27th Legislature. - Saturday, the Legislature passed Senate Bill 46, the state’s FY12 Capital Budget, including numerous projects for Senate District A.  Senator Bert Stedman (R-Sitka) released a list of projects in the budget that will benefit Southeast Alaska.  

“This budget achieves two of my major goals, saving for the future and addressing Southeast Alaska’s infrastructure needs,” said Senator Stedman. “Capital spending helps move our economy forward and lowers the cost of living for Alaskans.”

As Co-Chair of the Senate Finance Committee, Senator Stedman was responsible for drafting the Capital Budget and presenting it to the Senate. Stedman represents District A which includes Ketchikan and Sitka.

“The Capital Budget is one of the most important documents the Legislature considers, “said Stedman. “Alaskans can be confident this year’s budget is targeted, and is the product a thorough and deliberate public process.”     

The budget funds $3.18 billion in statewide projects, including $1.1 billion in federal funds.  The Senate moved aggressively this year to address the high cost of energy facing Alaskans, including $486 million for energy infrastructure projects in the budget.  

“We are extremely fortunate high oil prices will allow us to save for our future and improve the economy and quality of life for all Alaskans.” said Stedman.  

Senate Bill 46 includes a number of important projects for Southeast Alaska – expansion of hydroelectric projects in Ketchikan and Sitka, major waterfront improvements in Petersburg and Wrangell, clinics for Prince of Wales Island, infrastructure improvements at the Ketchikan Shipyard, and vocational education facilities in Ketchikan and Sitka.

The bill also deposits $1.1 billion into state savings, bringing the Legislature’s total savings this session to $2.5 billion.

District 1 Representative Kyle Johansen (R-Ketchikan) said in a prepared statement, “I am very pleased with our overall success in convincing the House of Representatives of the importance of our District One projects, Southeast regional projects and statewide projects important to all Alaskans.  Our delegation worked closely, as usual, to advance and protect projects important to our constituents."

At the close of the legislative session Governor Sean Parnell said, “While I share Alaskans’ frustration that the Legislature went into overtime over unconstitutional budget language pushed by the Senate Majority, I am pleased about some accomplishments that will foster economic growth and create opportunities for Alaska families.” - More...

Alaska: Legislation to Improve U.S. Ferry Systems Introduced - U.S. Senators Patty Murray (D-WA), Lisa Murkowski (R-AK), Maria Cantwell (D-WA), Mark Begich (D-AK), and Representative Rick Larsen (D-WA 2nd), introduced a bi-partisan bill in both houses of Congress last week to improve and expand federal investment in ferries, a vital part of America’s transportation system. More than 100 million passengers take ferries every year in at least 38 states, often between work and home. The transportation services offered by ferries are critical to communities across the country, and their regional economies. However, according to the Department of Transportation, one fourth of ferry systems are 40 years or older and five percent are 60 years or older. The U.S. Ferry Systems Investment Act works to improve this aging fleet, and the ferry infrastructure as a whole.

“Many residents in my home state of Washington depend on ferries to bring them to work and back home safely to their families, so they know the importance of a strong ferry system,” said Senator Murray. “This bill will create jobs, promote economic growth, and make the necessary investments in our infrastructure to improve the safety, efficiency, and reliability of our ferry systems.”

“In Alaska, our ferry system is not an alternative route – it’s a primary method of transportation,” said Murkowski. “The Alaska Marine Highway system totals more miles than the distance from Seattle to Miami. This bill is an economic engine and improves our way of life, from Dutch Harbor to Metlakatla.”

“The Puget Sound ferry system is key to Washingtonians’ daily lives and to our regional economy,” Senator Maria Cantwell said. “The Washington state ferry system is the largest in the country, carrying more than 22 million passengers last year. This bill would invest in modernizing the fleet, boosting the local economy and ensuring the system remains an integral part of Washington state’s transportation infrastructure for years to come.”

“Every day the Alaska Marine Highway System keeps Alaska’s coastal communities connected by turning waterways into roads,” said Senator Begich. “It’s not uncommon for an Alaskan in the Aleutians or Southeast to always have next week’s ferry schedule memorized as ferries help families stay connected and serve vital business purposes. Improving our ferry systems will create jobs, grow commerce and keep Alaskans on the move.” - More...

Alaska: Proposed Roadless Rule Settlement Does Little to Safeguard the Economy of Southeast Alaska - Responding to the Forest Service’s proposed settlement in the legal fight over implementation of the 2001 roadless rule in the Tongass National Forest, U.S. Senator Lisa Murkowski (R-Alaska) said last week's proposed agreement does little to safeguard the economy of Southeast Alaska.

“While the proposed settlement language provides limited protection for a few specific hydroelectric projects, it does nothing for the dozens of hydro projects currently under consideration at FERC, let alone the hundreds of potential hydropower sites in the region,” Murkowski said. “It also doesn’t take into account the need for roads to build transmission lines to connect these power sources to local communities or make any mention of completing the rest of the Southeast intertie, which Congress approved more than a decade ago.”

Murkowski said the proposal also doesn’t address the needs of the region’s struggling timber industry for adequate timber supplies.

“Simply put, this proposal does little to safeguard the economy of Southeast Alaska,” Murkowski said. - More...

Brian Lawson, who has found many rocket parts over the years during his work for Poker Flat Research Range, looks out his window and sees an orange and white parachute draped over black spruce trees near a small arctic creek. He also catches a glint of silver from a metal cylinder near the parachute. It’s the brains of a rocket, also known as a payload, that launched just after midnight on an engineering test mission from Chatanika, about 170 miles south.

The pilot banks the plane and circles the chute. His seven passengers — including NASA engineer Brodell, the lead scientist on the rocket mission — lean toward the windows with their cameras.

Lawson, in the front seat next to the pilot, presses the button of a SPOT satellite transmitter to mark the location. In two days, a helicopter will return, land, and two men will attach the payload via cable, on which it will ride back to the range in Chatanika.

Part of the day’s mission is complete. With the payload found, it is time to search for the rocket motor, a 20-foot long tube of metal that burned solid fuel to help arc the rocket out of the atmosphere. The spent rocket motor is more difficult to find than the payload because it has no parachute and GPS devices will not survive the motor’s impact.

“Picking it up’s not the hard part,” Lawson said in Fairbanks right before the flight. “Finding it’s the hard part.” - More...

letter Concerned By Marcie Pungowiyi - I am writing because I am concerned that a Ketchikan trailer park may be possibly operating under questionable/ shady business practices. Earlier this year I was interested in purchasing a mobile home. I talked with several mobile home owners, who were selling. Both owners warned me that I would not get approved for parking space, that no one gets approved. I was concerned by the comments, but I like to give people the benefit of the doubt. With a good record, credit, & long term employment, I did not feel I had anything to worry about. I went to this local office 3-4 times during their office hours and there was no one there each time. When I did finally catch up to the manager, I filled out a credit check application & turned it in to the manager. I was informed that I had to fill out a separate credit check for each adult. These run $20 bucks each, which I did, but this bothered me because all of the information was on the application I had already filled out. Lost Villages of the Aleutians is a National Park Service project documenting the history of four villages that disappeared during World War II. In 1942, the residents of three tiny Aleutian villages, Makushin, Kashega, and Biorka, were among those who were brought by boat to stay near Ketchikan at the Ward Lake CCC camp. Some of them died and were buried in the Ketchikan cemetery. After the war, their numbers further diminished by illness and attrition, the residents of those villages were not permitted to return to their homes. By Florian Sever - Sealaska Corporation is due to receive yet another allotment of land, separate and apart from the land that Sealaska is trying to get through the Sealaska Lands Bill. Sealaska has asked the BLM for 11 acres of land surrounding the falls where Lake Redoubt drains into Redoubt Bay, near Sitka.  The falls are a popular site for subsistence fishing for sockeye salmon.  Many people in Sitka rely on this fishery for a part of their livelihood.  I question what Sealaska shareholders have to gain from the proposed conveyance of 11 acres of Forest Service land at Redoubt Falls into private Sealaska Corporation hands. - More...
