Ketchikan: THE FAIR AT CITY PARK AND THE LITTLE TRAIN By JUNE ALLEN - The Great Depression after the stock market crash of '29 didn't impact Ketchikan until three years later, but then Alaska's First City suffered the same fate as small towns down south. Those who survived those impoverished years said Ketchikan people ate so many clams that their stomachs could tell at any time of day whether the tide was in or out! The First City's population then was about 4,000 and by 1935 it seemed that the doom and gloom of the Depression would hang on forever.

P.J. (Pat) Gilmore was mayor that year and would be replaced in 1936 by J.A. (Jack) Talbot. Both were civic boosters at a time when boosters were sorely needed. No one person took credit in print - maybe it was the Chamber of Commerce - but in 1935 someone came up with the idea of holding an Industrial Fair, to be held at the town's new City Park. A Ketchikan Spruce Mills ad in the fair's booklet said, "Welcome to Ketchikan Industrial Fair. We are Prepared to Help in Ketchikan's Industrial Development by Furnishing Lumber for Building and Boxes for packing." The groundwork for industrial development was hopefully being laid - much as it is today!

The old hatchery building that once straddled the creek in the hatchery/park had been moved across the street (we call it Fair Street now) and, remodeled. It would house the fair's exhibits, musical events, and other activities. The ball park was right there and so were the wide open spaces of the park and environs, and the fair was planned to be an exciting family event. It was! Invitations and notices went out to neighboring towns. At a dark time, Ketchikan found a way to lift the spirits of its populace! - More...

Ketchikan: Coast Guard Cutter Long Island to hold change of command in Ketchikan - Lt. Kalen Kenny will relieve Lt. Adam Disque as commanding officer of the Coast Guard Cutter Long Island during a formal ceremony at Base Ketchikan, Wednesday at 10 a.m.

Kenny is reporting to the Long Island from duties as the operations officer aboard the Coast Guard Cutter Campbell, homeported in Kittery, Maine. His previous assignments include tours as the communications officer and first lieutenant aboard the Coast Guard Cutter Reliance in Kittery and as executive officer aboard the Coast Guard Cutter Liberty when it was stationed in Auke Bay. - More...

Alaska: Nearly 70% of Americans Who Commented Tell EPA to Stop the Pebble Mine - More than 360,000 Americans urged the EPA to save 14,000 American jobs by protecting Bristol Bay, Alaska from the construction of a massive open-pit gold and copper mine that would threaten our nation's salmon industry with up to 10 billion tons of toxic waste. The EPA asked for Americans' views of the project as part of its scientific assessment of the impacts of large-scale mining on the environment and the people living in Bristol Bay. This process ended on June 30, and a preliminary tally shows that 68% of 527,192 submissions during the second round of public comment support EPA's findings and urge federal protection for Bristol Bay's unmatched fishery resources and fishing economy.

"This is an incredible victory for Bristol Bay, with hundreds of thousands of people across the United States recognizing that Bristol Bay's jobs, economy and way of life shouldn't be risked by a massive open-pit mine that could destroy this sustainable fishing industry and the 14,000 jobs it supports," said Bob Waldrop, executive director of the Bristol Bay Regional Seafood Development Association. "The results of two comment periods show that Americans want the federal government to act quickly to keep dangerous projects like the Pebble Mine out of Bristol Bay."

According to information provided by the Bristol Bay Regional Seafood Development Association, the bulk (more than 95%) of comments opposing EPA's Assessment came from Resourceful Earth, a Koch Brothers-funded, DC-based front group that is also financed through corporations like Exxon Mobil and their lobbyists. - More...

Alaska: US DOT Declares Alaska Motorcoach Driver To Be An Imminent Hazard to Public Safety - The U.S. Department of Transportation's Federal Motor Carrier Safety Administration (FMCSA) has declared Alaska-licensed motorcoach driver Steven Forrest McKinley, II, to be an imminent hazard to public safety and has ordered him not to operate any commercial motor vehicle in interstate commerce. McKinley was served the federal orders June 28, 2013.

"Safety is our highest priority," said U.S. Transportation Secretary Anthony Foxx. "Companies and drivers who willfully violate safety laws will not be allowed to operate."

On June 14, 2013, McKinley, a commercial driver's license (CDL) holder, was operating a motorcoach transporting 46 passengers and their luggage from Seward, Alaska, to Anchorage. While en route, multiple passengers became concerned for their safety and the safety of others due to McKinley's apparent intoxication. Several passengers called 911 to report McKinley's impaired driving while other passengers asked him to stop the vehicle. When an Alaska State Trooper arrived at the scene, McKinley was apprehended walking away from the vehicle. His breath alcohol content was determined to be 0.341. McKinley was later charged by the state of Alaska with one count of driving under the influence and 46 counts of reckless endangerment. - More...

Columns Commentary

jpg Dave KifferDAVE KIFFER: Arrivederci, au revoir, see ya! - Usually, when you read those words in a headline, it means the column writer is heading on to greener pastures.

No such luck!

I am not going anywhere, at least not this week.

But I digress

What the headline really means is that I have noticed a significant number of folks absconding from Our Fair Salmon City these days and I thought we should take note of it.

In the past, I have often written of prominent locals who have passed on to the Great Rainforest in the Sky, but in this case it’s people who are moving on to greener pastures in the living world.

That is certainly a good thing for them, but for us, as a community, not so much!

It shouldn’t come as a surprise, demographers note that most communities in Southeast Alaska are “highly transient.”

In fact, during the height of the timber/fishing era, census gnomes determined that every five years just about 50 percent of the Ketchikan population came and went. That is indeed “highly transient.”

I grew up knowing that many of my playmates would not be around that long. They were logging families, fishing families, Coast Guard families, Forest Service families and “just plain sick of the rain” families

My son has learned a similar lesson as many of his young friends have gone elsewhere. For every “old time” Ketchikan family that has been here for generations, there are three or four or five or six families for whom Ketchikan is just a short blip on their radars. It’s sad, but it’s inevitable.

So, I suppose I am a little surprised that I am surprised by what seems to be a current exodus of folks that I know. - More...

letter Bugge's Beach By Clayton J. Benner - I grew up in Ketchkan, bike riding out to Bugge's Beach many summer days as a teanager. In about 1945 or 1946, when I was just learning to drive, Dich Borch organized a big project at the beach. He gathered a bunch of us youny-ins and, with the help of Public Works equipment (trucks, bull-dozer, etc) we scooped out the muck from the enclosed beach area. Then the big job. We added 2'-8" to the top of the dam and a diving board mount on top of that. - More...

The Lies and Truths of Local Government By Ed Plute - With the recent revelations of scandal after scandal in our current government, it is only a matter of time before our own communities corruption comes to light. Exhaustion is the only word that comes to mind when dealing with the current system. Not to mention as we speak, every person reading this is certainly wondering what is REALLY going on? Not only out there in the world, but right here in our own town of Ketchikan. For the past few years the world has been progressively waking up to the reality that our own bureaucracy is a facade and that our current local governments are not much better. Supporting personal agendas through manipulative processes and seemingly getting away with it time and time again. However, it is about time we put our own community back together. How, you may ask, do we do this? - More..

letter Let Alaskans Vote on Oil Tax Overhaul By Bill Walker - The fight for Alaskan statehood took 88 years - from the purchase of Alaska from Russia in 1867 to our Union admittance in 1959.  During this time, Alaskans suffered one form of exploitation after another. - More...

letter Referendum to repeal SB 21 By Sen. Bert Stedman - Americans just celebrated the declaration of our independence from the British and the birth of our country based on democratic principles and individual rights enshrined in our Constitution.  In light of this important holiday, I find it rather fitting that on Wednesday my family and I exercised our right to petition the government by signing the referendum to repeal SB 21, the new petroleum tax that undervalues our oil. Every Alaskan who signs the referendum to repeal SB 21 is simply expressing a desire to participate in a public debate about the selling price of their primary resource.  I’m proud to place my name on the referendum with other Alaskans who want to exercise their fundamental right to participate in the government process. - More...

letter Open Letter: A "Bit" of Governmental waste By A. M. Johnson - The following has come to my attention. letter Parnell's Missed LNG Benchmarks & Market Opportunity By Bill Walker - On June 21st Governor Parnell acknowledged that the North Slope leaseholders, ExxonMobil, ConocoPhillips and BP, have not met the latest benchmark for progress on the LNG (liquified natural gas) gasline project. The companies said they will spend up to $100 million in field work this year, not the hundreds of million required to timely advance the project. Exxon's spokesperson said the State must provide "the right fiscal environment to support an LNG project." The multi-billion dollar tax cut the leaseholders received with passage of Senate Bill 21 in April has proved insufficient to secure the governor's benchmarks for this critical project that would provide affordable energy to Alaskans, thousands of jobs and billions of dollars in annual state revenue. - More...

letter DREAMING THE PIPELINE LEAKS, DODGING THE GRIZZLY BEARS By David Ellis - It was spring in the British Columbia coast mountains, a glorious time, no mosquitoes yet, here in the high country, 4100 feet up, the sun felt hot, you are closer to it, up here. The last of the snow patches were still hanging on, in the shade of the aromatic balsam firs. I had several times that day pulled balsam needles off as I passed, crushed them, and put them to my nose, the scent, was exhilarating. The roar and murmur of streams and runoff, was everywhere, my boots were soaked from fording three swollen creeks. - More...

letter "Kill the IRS and pass the FairTax." By Glen E. Terrell - There is no place in a society of free people for a government agency like the IRS. For 80 years it has been used by administrations of both parties to punish their enemies. All citizens are subject to the IRS. Congress has made is so, if we are charged by the IRS of wrongdoing, we MUST PROVE OURSELVES INNOCENT or pay the penalty. This is just plain wrong. - More...

letter The beheading of Christians By A.M. Johnson - The headline below is leading the Blaze blog site. As you read the full report and then the comments, it is easy and not a hard stretch to begin asking questions as example, Governor Palin has. She has clearly stated that the continued efforts of the Obama Administration to fund and arm these animals is part and parcel of his intent to continue the effort of hurting the United States of America, with the "fundamental change" promised. - More...

letter A Tale of Two Governments By Agnes Moran - At its January policy session this year the Ketchikan Gateway Borough Assembly tentatively set its property tax mill rate at 5.5 mills, a projected increase of 0.5 mills. The increase was built into the revenue side of the budget to offset expected reductions in federal funds. When property assessments came in approximately 6% higher than the previous year and sales tax proceeds exceeded projections, the Borough Assembly, after much debate, chose not to implement the 0.5 increase and maintained the mill rate at 5.0 mills. - More...

letter Open Letter to Alaska:  Immigration Reform By Debra Heston - We always hear from our fellow Blaze Bloggers and friends in general that we should all contact our Congressman and be heard i.e. send a letter, e-mail, or burn up the phone lines etc.  Having decided to finally take a stand while still living in the greater DC area for the rest of the summer, we actually did contact our representatives in the House and Senate with a personal visit to their offices.  This is what happened to us and what we thought of the undertaking.  The later part of this letter addresses some of the reasons why it will affect people who consider themselves insulated from the affects of the proposed amnesty legislation. - More...

letter Open Letter: Man-made dangers lurking in unexpected places By Tina R. McPherson - Yesterday afternoon (June 16th), after stopping on Connell Lake Road, we let our dogs out of our truck to cool off in the river next to the road. The next five minutes proved nearly fatal to one of our dogs, as we saw him thrashing about with a beaver snare tightly wound around his neck. He was having difficulty breathing, and we had to pull his front paws up on a log to keep the noose from getting any tighter. The snare is made of cable, so a knife will not sever the line. We were fortunate to have a cell phone, we called the State Troopers who arrived at the scene and saved our dog's life. - More...

letter RE: Taxation & Spending By Douglas J. Thompson - I just read Mr. Arriola's letter to the editor on the subject of local government and our various comments about it. I would like to clarify a few points. I have run for Ketchikan city/borough government (at the time they were combined positions). Out of seven running two of us chose to put forth concrete proposals of what we wished to accomplish upon election. So I am on record with positive solutions. In my letters due to limited space I often just assume the reader can figure out the right approach when the current wrong one is highlighted. I feel I have offered my services and as an American have the right to cry foul when I see it in government. - More...

letter Thank you By Heather Muench - The Ketchikan Humane Society wishes to thank the incredibly generous individuals and organizations who have been so supportive of us over the past two months. Since we rely entirely on donations to support our rescue work, our low-cost spay and neuter program, and our free feral cat altering program, none of what we do could happen without this support. Our goal is for every animal in Ketchikan and Southern Southeast Alaska to be loved and wanted. We have made great progress in reducing the numbers of animals abandoned or euthanized in our community every year. Because we are a 501(c)(3), all donations are tax deductible, and since none of our volunteers or foster families are paid, all monies can be used for care for animals. - More...
