Ketchikan: Borough Reaches Settlement with Ketchikan Business Owner Over Deliquent Sales Tax, Fines - Ketchikan Gateway Borough Manager Dan Bockhorst announced yesterday that after two days of negotiating -- and with the concurrence and recommendation of Borough Attorney Scott Brandt- Erichsen and Borough Finance Director Mike Houts -- that he has reached an agreement with Seamus Brodie d/b/a The Alaska Gem Store, LLC; and The Ketchikan Gem Museum, LLC, over the disputed claim by the borough for collection of sales taxes, fines, and costs.

According to a news release, the agreement provides for Brodie to pay $20,000 for sales taxes owed since 2010-2012, and the fines and costs.  Additionally, the agreement compels Brodie to immediately remit sales taxes due for 2013, and to timely file monthly returns in the future.

As a result of the agreement, the Ketchikan Gateway Borough will withdraw the pending motion for a preliminary injunction prohibiting Brodie from operating a business in Ketchikan.  Additionally, on or about September 30, 2013, the Borough will agree to dismiss the case against Brodie provided he performs as required under the terms of the agreement.  Should he fail to do so, the Borough will immediately proceed with the case and re-file the motion to prevent Brodie from operating in Ketchikan in the future until all accounts are current. - More...

Alaska: Bill Walker will run as Independent Candidate for Governor in 2014 - Bill Walker announced today that he will run as a non-partisan Independent candidate for governor in 2014. Running as an Independent candidate will assure Walker a place on the ballot in the November 2014 general election.

"It is time to pull together in order to move the state forward and seek not what is in the best interests of the Republicans or the Democrats, but aggressively pursue what is in the best interests of Alaskans," Walker stated.

Walker said that since entering the gubernatorial race in April, he has received encouragement statewide to run as an Independent from Alaskans who are fed up with party politics. He said his support crosses party lines and ranges from Debbie Brown, recent Chairman of the Alaska Republican Party, to Vince Beltrami, President of the AFL-CIO, both of whom appeared with Walker at a press conference today.  - More...

Southeast Alaska: Huna Totem Corporation celebrates 40 years; Tlingit culture and community flourish at Icy Strait Point - Icy Strait Point celebrated its heritage and the 40th anniversary of Huna Totem Corporation on Saturday, July 27.

“Icy Strait Point wouldn’t exist without Huna Totem Corporation and Hoonah, my home, certainly wouldn’t be what it is today without either one,” said Johan Dybdahl, the former Huna Totem Corporation board chairman and current Icy Strait Point director of special projects and community relations. Dybdahl grew up in Hoonah on the site where Icy Strait Point now stands and has been involved in its development and operation from the beginning.

“The tourism business has given our community an opportunity to thrive and share our culture with people from all over the world. We’re not just celebrating 40 years, we’re celebrating 40 years of success,” he said.

Southeast Alaska: Final Alaska Native Claims Settlement Act entitlement for Huna Totem Corporation fulfilled - The Bureau of Land Management (BLM) made an important land transfer to Huna Totem Corporation yesterday that completes the corporation’s land entitlement under the Alaska Native Claims Settlement Act of 1971 (ANCSA). Huna Totem was formed under ANCSA to represent the Alaska Native village of Hoonah.

The signing ceremony was held Wednesday at the BLM-Alaska State Office in Anchorage and was attended by representatives of the Huna Totem Corporation: Russell Dick, Chairman; Larry Gaffaney, Chief Executive Officer and President; Wm. O. Sheakley, Secretary; and Clare Doig, Forest & Land Management.

Ron Dunton, Bureau of Land Management-Alaska Deputy State Director for the Division of Lands and Cadastral, signed the final patent for 448.51 acres. - More...

Southeast Alaska: Cutter damaged in barge allision in Cordova - While moored in the harbor of Cordova, a section of the Coast Guard Cutter Sycamore’s port bow sustained damage from an allision with an Alaska Marine Lines barge Sunday.

The Sycamore, a 225-foot seagoing buoy tender, was at its moorings when the allision occurred. The incident is under investigation by the Coast Guard.

Allision is a term used in maritime law for the running of one vessel against another. It is distinguished from a collision which is the running of two vessels against each other. - More....

Southeast Alaska: Procedural delay postpones Coast Guard court-martial - A Coast Guard court-martial scheduled for Wednesday morning in Juneau for a petty officer accused of rape and sexual assault has been postponed due a procedural delay.

The court-martial of Petty Officer 3rd Class William Bisel, 26, an aviation maintenance technician, assigned to the public works department at Coast Guard Air Station Sitka will be rescheduled within the next few weeks. Bisel is charged with two violations of Article 120 of the Uniform Code of Military Justice, which involves sexual assault. - More...

Alaska Science: Bird's Eye View: Effects of Trophic Mismatch in Alaska - For migratory animals, timing is everything. Species commuting between highly seasonal environments strive to arrive at springtime destinations during peak availability of food and conditions conducive to breeding, nesting and rearing offspring. The challenge is compounded when spring arrives much earlier than the weary travelers.

“This is a global phenomenon known as ‘trophic mismatch,’” says Utah State University ecologist Karen Beard. “Climate change appears to be accelerating its occurrence and it is particularly affecting Arctic wildlife.”


Recent studies target the effects of trophic mismatch on specific species, but Beard and colleague Jeffrey Welker of the University of Alaska Anchorage are exploring a broad view of its implications for biogeochemical cycling on Arctic ecosystems. The researchers were recently awarded a three-year, $1.5 million grant from the National Science Foundation to study the wetland tundra of western Alaska’s Yukon-Kuskokwim or “Y-K” Delta.

“The Y-K Delta is one of the largest river deltas in the world and is roughly the size of Oregon,” says Beard, associate professor in USU’s Department of Wildland Resources and Ecology Center. “Historically, the delta and other Arctic regions have been viewed as carbon sinks; that is, systems that store carbon.”

But trophic mismatch could change that, transforming such regions into carbon sources.

“These evolving conditions and interactions between species could have dramatic consequences for carbon and nitrogen cycling in Arctic systems,” she says.

For the study, which begins in February 2014, Beard and Welker are investigating interactions between black brant geese and delta wetlands teeming with a grass-like plant called sedge, a favorite food and nesting material for the birds.

“The geese eat huge swaths of sedge and create ‘grazing lawns,’” she says. “They look almost like putting greens.”

The birds’ voracious appetite might appear to spell doom for the vegetation but Beard says the opposite is true. - More...

letter Ketchikan needs to get rid of tansy ragwort By Victoria McDonald - For the past 5 years I have been pulling tansy ragwort out by the roots. It is especially noticeable aroung Ward Cove and spreads further each year. Nathan and Dorica Jackson have been pulling the plants even longer but the plants spread beyond our ability to pick. We now are concentrating on the south end of town where tansy has taken hold but not spread as much. Because of its toxicity, we wear gloves, long shirts and pants.
