Ketchikan: Investigation Results in Arrest of "Significant Supplier" of Large Amounts of Meth - Josh Dossett, Deputy Chief of Police, announced today that officers of the Ketchikan Police Department, with the assistance of the United States Coast Guard Investigative Service and Alaska Marine Lines, completed an investigation in reference to Methamphetamine importation and sale from Washington State to Ketchikan by Freddie ("JR") H. Williams Jr., 56 years of age, of Ketchikan.

According to information released by Deputy Chief Dossett, the investigation began earlier in September when Williams was identified by the Ketchikan Police Department as a significant supplier of large amounts of Methamphetamine locally, and a controlled purchase of a half ounce of Methamphetamine was completed from Williams. - More....

Southeast Alaska: Prince of Wales Health Network Selected For Another 3-Year Grant - The Prince of Wales Health Network recently received word that it has been selected for another three- year Rural Health Network Development Grant from the Health Resources and Services Administration (HRSA) Office of Rural Health Policy (ORHP). The grant awards $254,000 in the first year to fund operations and the full grant awards just over $800,000 to the program.

The last Health Fair in Craig featured health information from many groups such as ABIN as well as a number of health screenings including blood draws as pictured.

“I’m so pleased to hear that we’ve receive this important grant funding,” said Michele Budd from PeaceHealth, the applicant agency for the grant and a member of the POW Health Network. “With the local funding we’ve already secured, this grant award will allow us to continue operating the Network in full-force and to move forward on some key initiatives in the near future such as more robust diabetes prevention and education programming across the island.”

Identified as a both a Medically Underserved Area (MUA) as well as a Health Professional Shortage Area (HPSA), the POW Health Network was established in 2008 after receiving its first 3-year grant from HRSA. The purpose and mission of the grant has been to bring together all of the health care professionals to build collaborative relationships, work together to develop and enhance integrated systems of care across Prince of Wales Island, and identify and fill any services gaps in the area. The POW Health Network also received a subsequent 3-year grant from HRSA in 2011.

One of the original goals of the program was also to ensure the sustainability of the network to continue the work in the future. In recent months, the Network has been working with local agencies, governments, non-profits and individuals to do that; with or without HRSA grant funding. - More...

Ketchikan: Local arrested for selling meth within 500 feet of schools - Tuesday morning shortly before noon, a resident of Ketchikan was arrested in the area of Schoenbar Middle School, Tongass School of Arts & Sciences and the Ketchikan Charter School for allegedly selling meth within 500 feet of the schools.

The Alaska Bureau of Investigation's Southeast Alaska Cities Against Drugs (SEACAD) task force and K-9 Lutri, with the assistance of the United States Coast Guard Investigative Service, served a search warrant on an apartment located in the Alaska Housing complex in Ketchikan known as Schonebar Park.

Brooke Putman, age 36 of Ketchikan, was arrested for two counts of Misconduct Involving a Control led Substance in the Third Degree for selling methamphetamine within 500 feet of the surrounding schools on Schonebar Road, and for Contributing to the Delinquency of a Minor for allowing minors inside the residence to openly

City of Ketchikan Fire Department Receives Class 2 Rating - The City of Ketchikan Fire Department was recently notified by the Insurance Service Office (ISO) that the fire protection rating for the department will be improving to a Class 2/2Y.

In a prepared statement, Fire Chief Frank Share said to achieve this Class 2/2Y rating is truly a testament to the continued hard work o the members of the City of Ketchikan Fire Department Share said, "Whether it is in training responding to emergencies, or efforts in fire prevention, and record keeping, the push for excellence by our members is something that makes our department one of the best in Alaska. I feel truly honored to be able say that the City of Ketchikan Fire Department is in the top 1 percent of fire departments across the country. I cannot begin to tell you how proud I am of the men and women of the City of Ketchikan Fire Department."

The improvement in the ISO rating will have a small effect on homeowner's insurance rates but a significant impact on keeping the commercial rates low for business and industry, something that can be a tremendous recruiting tool for future development said Share.

ISO has been evaluating and assigning fire protection ratings to fire department since 1971. Insurance companies use the fire protection ratings to determine homeowners and business insurance premiums. ISO evaluates fire department equipment, station locations, training, fire prevention efforts, water supply, dispatch capabilities, record keeping, and many other factors to assign a protection rating. - More...

Alaska: Groups Say Americans sent a strong message supporting Bristol Bay’s irreplaceable salmon fishery - As the Bristol Bay fishermen wrapped up their 2014 season with a sustainable harvest of 28 million salmon, they were given something more to celebrate. The 60-day public comment period for the Environmental Protection Agency’s (EPA) long-awaited proposal to protect their fishery from large-scale open-pit mining concluded on Friday with initial public comment counts demonstrating overwhelming support according to the Bristol Bay Regional Seafood Development Association.

The Association said that preliminary counts of support show that over 625,000 public comments, including Bristol Bay’s fishermen, processors, Alaska’s fishing industry and commercial fishing groups and businesses across the nation, all weighed in supporting EPA protections for Bristol Bay. Alaskans alone sent roughly 20,000 comments supporting the proposed protections.

Sue Aspelund, a spokeswoman for the fishing fleet, was pleased that so many concerned citizens spoke up. “A massive open-pit mine planned for the heart of the salmon-rearing headwaters of our nation’s largest and most valuable salmon runs is not worth the risk. And based on these numbers, the American people clearly agree,” said Aspelund, executive director of the Bristol Bay Regional Seafood Development Association (BBRSDA).

Although official numbers will be released later, a clear majority support the Clean Water Act process known as Section 404(c), which allows EPA to proactively restrict certain dredge and fill permits required in order for Pebble to move forward. During the multi-year effort to implement protections for the Bristol Bay fishery, some 1.5 million comments were received in support of strong protections for Bristol Bay from large-scale mining within the region.

“Now that we have these estimates and the latest public comment period is closed, we are doing two things,” said Aspelund. “We’re sending out a big thanks to everyone who commented to the EPA during this process, and we’re asking the agency and the Administration to move as quickly as possible to implement strong protections for the thousands of people who depend on Bristol Bay salmon for their income and way of life. We want to ensure our fishermen can continue their businesses without this threat hanging over them.”

“Our economy and culture are on the line,” said Luki Akelkok, chairman of Nunamta Aulukestai, an association of ten Bristol Bay Native Tribes and corporations and a sport-fishing lodge owner. “We want the EPA to finalize these restrictions as quickly as possible to protect our salmon and our livelihoods.” - More...

The Village Eagle and Raven clans along with Sealaska Heritage Institute (SHI) and the Tlingit and Haida Regional Housing Authority are sponsoring a totem pole raising ceremony on Monday, Sept. 29. The ceremony will begin at 11:30 at the Elizabeth Peratrovich Hall (formerly ANB Hall), and attendees will be invited to help carry the poles outside Gajaa Hit in Indian Village at about 12:15.

"The event is open to the public and the community is welcome to attend," said SHI President Rosita Worl. "We hope a lot of people join us to celebrate this momentous occasion."

Parking will be scarce, as there is next to no parking nearby. Three slots will be reserved for Elders behind the Andrew Hope Building. SHI recommends that attendees carpool or, if possible, walk to the event. Visitors may be dropped off at the Elizabeth Peratrovich Hall on Warrior Street. To simplify traffic, SHI suggests that drivers turn in to Capitol Ave., turn right on Village St., then right again on Warrior St. Drop off passengers there, then leave to park wherever possible.

The totems will replace two Eagle and Raven poles at Gajaa Hit that had deteriorated to the point they posed safety issues. SHI and the Housing Authority worked closely with the Auk Kwáan and other residents of the village to identify the clan crests and oral traditions that were carved on the poles. - More...
