Ketchikan: PeaceHealth Ketchikan Medical Center selected to participate in the Transforming Clinical Practice Initiative - Health and Human Services Secretary Sylvia M. Burwell announced Tuesday that PeaceHealth is one of 39 health care collaborative networks selected to participate in the Transforming Clinical Practice Initiative (TCPI)

Burwell announced a total of $685 million in awards to 39 national and regional health care networks and supporting organizations to help equip more than 140,000 clinicians with the tools and support needed to improve quality of care, increase patients’ access to information, and reduce costs. The Transforming Clinical Practice Initiative is one of the largest federal investments designed to support doctors and other clinicians in all 50 states through collaborative and peer-based learning networks.

PeaceHealth Ketchikan Medical Center (PHKMC) was selected to participate in this 4-year grant program receiving $3,656,522 the first year of the grant to provide technical assistance support to help equip clinicians in the Pacific Northwest (Alaska, Washington and Oregon).

Secretary Burwell released the awards in conjunction with a roundtable discussion Tuesday with Members of Congress and health care leaders on the transformation taking place across our nation to move our health care system to one that rewards value over volume.

"Supporting doctors and other health care professionals change the way they work is critical to improving quality and spending our health care dollars more wisely," said Secretary Burwell. "These awards will give patients more of the information they need to make informed decisions about their care and give clinicians access to information and support to improve care coordination and quality outcomes."

As a Practice Transformation Network, PeaceHealth will support 577 clinicians to expand their quality improvement capacity, learn from one another, and achieve common goals of improved care, better health, and reduced cost.

"We at PeaceHealth are pleased that our continued efforts toward improving health in all the communities we serve through innovative approaches have been recognized by CMS via this TCPI grant award. Our goals are clear -- enhancing our care delivery model resulting in improved health outcomes while reducing unnecessary health care expenditures. Ketchikan: Ketchikan Residents Sentenced to Prison for Trafficking Meth and Heroin - Robert Duane Moriarty, 36, and Sara Skan, 35, of Ketchikan, Alaska, were sentenced yesterday in Juneau by U.S. District Court Judge Timothy M. Burgess. Moriarity received a sentence of 60 months of imprisonment followed by a five year term of supervised release, and Skan received 18 months of imprisonment followed by a three year term of supervised release. On July 21, 2015, Moriarty and Skan pleaded guilty to a drug trafficking conspiracy charge involving methamphetamine and heroin.

According to information presented to the court, beginning in September 2014, Moriarty and Skan began trafficking methamphetamine and heroin in Ketchikan. During the course of the conspiracy, the defendants travelled to the Lower 48 with drug proceeds to purchase narcotics and transport those narcotics on their person back to Ketchikan for subsequent distribution. Based on a tip, law enforcement was notified that on January 25, 2015, Moriarty and Skan were scheduled to fly to Seattle, Washington, with drug proceeds to purchase narcotics. On January 27, 2015, Moriarty and Skan were both contacted upon arriving back at the Ketchikan airport where they were searched pursuant to a search warrant. During the search, law enforcement found approximately 141 grams of methamphetamine, 121 grams of heroin, and drug proceeds. Law enforcement seized a total of $1,009 in U.S. currency that was obtained from the sale of narcotics and subsequently abandoned to the United States as part of the defendants’ pleas. - More...

The Queen Charlotte - Fairweather fault system extends from offshore of the northern part of Vancouver Island, Canada to the Fairweather Range in Southeast Alaska.

The actively venting volcanic cone was found just north of the US Alaska - Canadian boundary, northwest of Haida Gwaii, near Dixon Entrance. According to the Sitka Sound Science Center, the volcanic cone crests at 1,000 m water depth and exhibits multiple gas plumes rising about 700 m into the water column. - More...

Alaska: USCG Encourages Dockside Safety Exams Prior to Rule Change - The Coast Guard is urging commercial fishing vessel owners and operators to receive a dockside safety examination prior to the enforcement of the mandatory dockside safety examinations that are required for certain fishing vessels starting Oct. 15, 2015.

The 2010 Coast Guard Authorization Act required all commercial fishing, fish tender and fish processing vessels that operate more than three miles from the territorial sea baseline or, that carry more than 16 individuals anywhere or, fish tender vessels engaged in the Aleutian Trade Act, complete a biennial dockside safety examination.

The 2012 Coast Guard and Maritime Transportation Act specified that the completion of the first examination be no later than Oct. 15, 2015 and allowed for follow-on examinations at least once every five years. Any vessel which is required a mandatory examination that has successfully completed an examination since Jan. 01, 2013 would not be required to be examined again for five years from that date until such time that the Coast Guard implements regulations to change the interval between examinations. - More...

Alaska: Half of Alaska’s glaciers could be gone by 2100 - A new study predicts that Alaska’s glaciers will lose 30 to 60 percent of their volume and contribute half an inch to 1 inch to global sea level rise by 2100.

Researchers Matthias Huss from Switzerland and Regine Hock from the University of Alaska Fairbanks Geophysical Institute projected the contribution of all the world’s glaciers to sea-level rise by the year 2100, given three scenarios of future greenhouse gas emissions. Their paper was just published in Frontiers in Earth Sciences.

Alaska is one of the largest regional contributors to future sea-level rise from glaciers. Worldwide, there are about 200,000 glaciers. Alaska has 25,000 glaciers covering an area roughly the size of Maine: 35,385 square miles.

Huss and Hock computed the mass changes of every glacier in the world and used temperature and precipitation predictions from 14 different global climate models, running three different future carbon dioxide emission scenarios.

Their results predict that, worldwide, glaciers will be reduced between 25 and 48 percent by the year 2100, depending on carbon dioxide emissions. This would cause a sea-level rise of between 3 and 6 inches. Alaska’s contribution to this total would be half an inch to 1 inch, even though Alaska has only about 12 percent of the world’s glaciers.

In addition to the effect on sea-level rise, glaciers have a profound effect on the quantity, timing and temperature of river flow, which makes them critical to fisheries and hyroelectric power generation. - More...

MICHAEL REAGAN: GOP Can't Win in 2016 by Losing Now - Some Republicans in Congress will never learn.

This time the GOP's hard-right conservative minority had dreams of shutting Washington down over Planned Parenthood's illegal profiteering in fetal tissue from its abortion business.

They hoped to defund Planned Parenthood of its half-billion in annual federal dollars by attaching a measure that did exactly that to a larger spending bill.

They thought their legislative trickery would force President Obama into vetoing the spending bill, thereby shutting down the government in Washington.

Obama would then get the blame for the shut down and — what? — not get reelected in 2016?

Come on. The super-conservatives were never going to get enough votes in Congress to catch Obama in their trap.

Luckily, they were saved from seriously hurting themselves, their party and the conservative cause on Wednesday, when the Senate and the House each voted for a stopgap spending bill that keeps D.C. operating until Dec. 11.

But the televised hearing on Tuesday, where Republicans grilled Planned Parenthood boss Cecile Richards, was a PR disaster for the GOP.

Committee chairman Jason Chaffetz and his allies scored some points during their five-hour interrogation.

They got Richards to admit she earned $600,000 a year and exposed that Planned Parenthood had transferred millions of dollars from its charitable arm to its lobbying and political operations.

Planned Parenthood's claim that only 3 percent of its services are for abortions was also shown to be a lie. About a tenth of its clients get an abortion and abortions account for about a third of its annual revenue.

Those Republican highlights were featured later on Fox News and talk radio and gave their conservative audiences something to gloat about for 24 hours.

But they were not what most of the country saw or heard. - More...

For the 13th year, Sitnews will be providing a FREE web page to all local 2015 candidates.
1. Local candidates are requested to provide basic background information, experience and qualifications for the public office for which they seek.
2. Candidates are requested to address what they would like to accomplish if elected and issues of concern.

5. Email to editor@sitnews.us by September 30, 2015.

Don't delay, take time to communicate with the voters. Voting takes place on Oct. 6th.
