Board Completes Hand Recount of 3,399 Votes; Lybrand Unofficial
Winner By 6 Votes - The Canvassing Board for the Ketchikan
Gateway Borough/City of Ketchikan Regular Election met this morning
to recount the votes cast for Borough Assembly Candidates Barbara
Bigelow and George Lybrand. Bigelow and Lybrand tied for an Assembly
seat in last week's Municipal Election with both unofficially

Alliance (MCA) praised the North Pacific Fishery Management Council
(NPFMC) Sunday for moving ahead with measures designed to identify
