Ketchikan: Special Election Jan. 13th To Elect Charter Commission - A special election is scheduled for January 13, 2004, to elect members to the Charter Commission.

The Charter Commission has seven members: three filled by citizens residing within the boundaries of the City of Ketchikan, three filled by citizens residing within the boundaries of the Ketchikan Gateway Borough but outside the City of Ketchikan, and one filled by a citizen from the Ketchikan Gateway Borough at-large. Commission candidates must be nominated by a petition signed by at least 50 voters.

The nominating petitions must be filed with the Borough Clerk by 5:00 p.m. on November 14, 2003. - Read more & download forms...

Education: Renorming IQ tests due to Flynn effect may have unintended consequences; Making IQ tests harder has educational, financial, legal and military recruiting implications - The steady rising of IQ scores over the last century - known as the Flynn effect - causes IQ tests norms to become obsolete over time. To counter this effect, IQ tests are "renormed" (made harder) every 15-20 years by resetting the mean score to 100 to account for the previous gains in IQ scores. But according to new research, such renorming may have unintended consequences, particularly in the area of special education placements for children with borderline or mild mental retardation. The findings are reported on in the October issue of American Psychologist, a journal of the American Psychological Association (APA). - Read more...

Ketchikan: Southeast Alaska Christian Women's Retreat October 24th & 25th -Joanne Wallace, an internationally known speaker and author, will be the guest speaker at the Southeast Alaska Christian Women's Retreat on October 24th and 25th. Wallace's subject will be "God's Image Bearer".

For more than 30 years, Wallace has presented Christian programs for audiences throughout America. She has spoken in all 50 states, Belgium, Canada, England, Germany, Holland, New Zealand and Switzerland.

In 1996, the National Speakers Association honored her with their highest lifetime "Council of Peers Award for Excellence," and was inducted into the "Speakers Hall of Fame."

Wallace is the author of nine books, including "The Image of Loveliness," which was written into a Personal Development program with teachers who are trained worldwide. She is a former Mrs. America Pageant contestant, a former hostess of her own TV show, and a corporation president.

She is well known for her life-changing presentations of building a positive self-esteem, cultivating personal relationships that are lasting, forgiveness for those who suffer from bitterness and loss or have a difficult time putting the past to rest.
