Alaska: 2nd Gas Price Hearing Scheduled for Thursday - The Alaska State House Judiciary Committee will hold its second hearing into the high prices of gasoline in Alaska on Thursday, October 23rd from 9:30 a.m. till 4:00 p.m., at the Anchorage Legislative Information Office. Interested Alaskans around the state will be able to attend this public hearing at their local Legislative Information Office (LIO).

"Alaskans are rightfully upset about the high prices they are paying at the pump in comparison to the rest of the country," said Rep. Jay Ramras, R-Fairbanks, the committee's chairman. "As of today, the national average for regular gasoline is $2.92 per gallon. The average price in Alaska for a gallon of regular gasoline is $3.89. The House Judiciary Committee will continue looking into this price disparity and will address what the legislature can do to effectively bring down the price of gas at the pump.

"The committee determined at its first meeting that there are the only two refineries producing gasoline in Alaska. Therefore, the refineries effectively have a duopoly in this state. Additionally, the Southeast communities receive their gasoline by barge and their fuel is exceptionally high priced. Currently, Alaska has no price-gouging statutes and Alaska's anti-trust laws only come into effect when refiners are in collusion to set prices."

The State Attorney General's Office has a separate investigation underway. The AG's office is able to access confidential and propriety information that is unavailable to the legislature. However, the legislature will continue to do its job and consider statutory changes. "Hopefully, both branches of government working together can bring some relief to Alaskans," added Ramras. "The committee will press forward, holding monthly meetings on this subject and use the public process, until the price of gasoline achieves a re-coupling with the prices in the Lower 48." - More...

Alaska: Todd Palin's grandmother talks about her native land By TOM KIZZIA - Like many Alaska Natives of her generation, Lena Andree, Todd Palin's 87-year-old Yup'ik grandmother, grew up living between two worlds.

Her father was a Dutchman, Glass Eye Billy Bartman, a sled dog freighter in the Bristol Bay region and caretaker of the Alaska Packers saltry on the Igushik River.

Her mother was full-blooded Yup'ik, growing up in a sod-roofed barabara in the now-abandoned village of Tuklung, somewhere on the tundra between Dillingham and Togiak.

Growing up in two worlds along the Igushik River in Bristol Bay, Lena Bartman spoke broken English with her father and more fluent Yup'ik with her mother,. Later she would make a career as a translator, bridging the cultures of Dillingham, speaking English with the doctors and storekeepers and pilots, and "speaking Native" with the residents.

"I just love that language," she says today.

Todd Palin's roots in Alaska run deep -- all the way back to that sod house on the tundra and the winter day Glass Eye Billy made a freight stop at Tuklung on a dog run to Togiak.

Fish Factor: Candidates hook endorsements by LAINE WELCH - Alaska fishing groups came out strongly in an endorsement of Sen. Ted Stevens. United Fishermen of Alaska is the nation's largest fishing group, and its 37 membership groups represent nearly every fishery, from small salmon setnetters to huge Bering Sea catcher/processors and crabbers. UFA gave its endorsement last week to candidates vying for seats in nearly all of Alaska's house and senate districts, as well as national offices. The votes are made via roll call and a two-thirds majority must prevail, said UFA executive director Mark Vinsel.

"Nobody has done more for fisheries in the North Pacific in our lifetime than Sen. Stevens, and we will continue to recognize that," Vinsel said.

UFA did not endorse either of the two candidates vying for Alaska's lone seat in the U.S. House of Representatives - namely, Republican Don Young, who has held the seat for more than 35 years, or Democratic challenger, Ethan Berkowitz.

Ketchikan: Southeast Alaska Mass Rescue Exercise 2009 Planning Underway - The City of Ketchikan Alaska, Holland America Line, Customs and Border Protection, and Coast Guard Sector Juneau have initiated planning efforts to jointly sponsor a mass rescue exercise simulating the joint response to the evacuation of a cruise ship in Southeast Alaska.

The two phase exercise will be held in Ketchikan, Alaska on April 27 and 28, 2009. A unique aspect of this exercise is that participants will not assemble in a single exercise location, but will direct response actions and communicate from their "real life" locations in Seattle, Juneau, and Ketchikan. Although an actual cruise ship will not be utilized, the role of the ship will be simulated using data and plans from one of Holland America Line's ships. Experienced cruise ship staff will play the role of the ship's officers in order to provide realistic shipboard actions and requests. - More...

Tax Limitation ideas By John Harrington - Mr. Dial's and Mr. Isaac's idea of a tax limitation initiative similar to California's Proposition #13 is quite appealing. When I investigated the idea I found a couple of major problems for instituting it here in Ketchikan. First, the State of Alaska requires that we assess all property at 100% of market value. The second problem is that the State requires the Borough to provide 4 mills toward funding education (and the State of Alaska determines the value of all property in the Borough). When I left here for field work in Arkansas, Tennessee, and Kentucky the first week in September, slipping out between hurricanes, the price of gas was $3.65. Gillam Crash By Linda Olsen Kinerk - I was interviewing my Uncle Leonard Olsen about his life today, Oct. 19th, 2008. He told me the story about the Gillam plane crash. Apparently he was in the Coast Guard at the time. He was in the passing boat that found the survivor on the beach and called in for help. He was with another Coast Guard man named Karl Gudler. They saw a beach fire across the bay and asked their superior, the skipper Gus Angleson, if they could investigate. Gus thought they were probably trappers. He doubted there was anything else going on there, but told him to go ahead. They actually rowed across to the beach where they found one of the survivors at the campfire. That is the amount the district has appropriated for the Tongass School of Arts and Sciences for this school year. $1.2 million buys a school that is failing our students so badly that it is in danger of Federal Intervention because of failure to make Adequate Yearly Progress in some areas. The costs don't end with the annual appropriation because once the students escape Tongass School; additional funds have to be spent to bring a significant percentage of the Tongass students up to the level of their peers. Oil Prices: Gouging at Alaska Pumps By Lisa Hydock - I would like to know what is being done about the price gouging at the gas pumps in Alaska. The price of oil per barrel on the market closed at about $88 in the last few days. The all-time high was $147 per barrel earlier this year, when our price per gallon went up to $4.65. The price has come down to $4.35 per gallon, very slowly, and over a couple of months time.(8cents thanks to Gov. Palin) Friends and relatives in the lower 48 are reporting prices as low as $3.05 per gallon. My question is WHY is Alaska so much higher? Before the severe spike in cost, we were paying around $3 per gallon. So, across the nation, gas at the pump is significantly less than Alaska prices. Pets, Children, Speeders on NPH By Suzan Thompson - The writers of recent letters addressing the pet, child, traffic problems on North Point Higgins all make excellent points. Ms. Bailey and Ms. O'Bryan are absolutely correct that there are far too many dogs allowed to run at large on this busy road. Ms. Shull is also correct when she says that speeding drivers are a big problem and I agree with her suggestion that if residents consistently call to report speeders when they see them, there may be some stepped-up enforcement. The State Troopers have always been willing to respond quickly to reports of reckless driving whenever I have had to call them. As far as I'm concerned, they can park in my driveway all day long and write tickets until they run out of ink. Ketchikan had a Pulp Mill somewhere around mile 4 of North Tongass. Roy Nathan may not remember that. Nathan, it is the ghost town of derelict buildings at Wards Cove. It it is where Ketchikan, post canneries, developed a year round economy (the tourist and fisheries only sustain k-town and Sitka for about 5 months of the year the mill was 12 months). It is humbling to reflect on the thousands effaced by the sustainability act (basically no logging act) that a Democrat decided upon many years ago.
