Ketchikan: Ketchikan Meeting Scheduled for Release of Data from the Alaska Victimization Survey - October is Domestic Violence Awareness Month and the State of Alaska Council on Domestic Violence and Sexual Assault (CDVSA), along with the University of Alaska Anchorage Justice Center, is releasing new data about the extent of victimization in selected regions of the state.

The public is invited to attend the first release of data from the Alaska Victimization Survey conducted in Ketchikan during the summer of 2013.  The event is scheduled for Tuesday evening, 6:30-7:30 PM in the large conference room in the Ketchikan Public Library.  Dr. Andre Rosay, UAA Justice Center, and Lauree Morton, Executive Director of the Council on Domestic Violence and Sexual Assault will be in attendance to introduce the results of the Ketchikan data.

The Alaska Victimization Survey was commissioned by the Alaska State Legislature to understand the statistics that show that Alaska has the highest rates of domestic violence and sexual assault in the nation. The Alaska Victimization Survey was conducted statewide in 2010 and modeled after the National Intimate Partner and Sexual Violence Surveillance System (NISVSS) developed by the Center for Disease Control and Prevention in collaboration with the National Institute of Justice and the U. Alaska: State survey shows significant drop in youth smoking in Alaska - The state’s health commissioner and chief medical officer announced today that smoking among Alaska high school students has declined 40 percent between 2007 and 2013, from 17.8 percent in 2007 to only 10.6 percent in 2013.

That means only one in 10 Alaska high school students reported smoking at least one cigarette during the past 30 days, according to the 2013 Youth Risk Behavior Survey that was administered last spring by the Alaska Department of Health and Social Services, Division of Public Health.

The department surveyed 1,247 students from 43 high schools — randomly selected to represent all traditional public high schools in Alaska (excluding boarding schools, alternative schools, and correctional facilities).

“I am pleased to report that fewer Alaska youth are taking up the deadly habit of smoking today compared to six years ago,” said DHSS Commissioner William Streur. “Tobacco use remains one of the leading causes of disease and early death, so preventing that habit at an earlier age saves lives, and improves the quality of life for so many of our children.” Streur added, “While it is encouraging to see these numbers moving in the right direction, we also know that there remains much work to be done. The tobacco companies continue to aggressively target young Alaskans, and we must remain vigilant in our fight to combat their message.” - More...

Alaska: 2013 Salmon Harvest Sets New Records; Title of most valuable salmon fishing area in Alaska belongs to Southeast - The Alaska Department of Fish and Game (ADF&G) has completed compilation of preliminary values for the 2013 commercial salmon fishery. Powered by a record pink salmon harvest of 219 million fish, this year’s harvest ranks as the second most valuable on record. At $691.1 million, 2013 is only exceeded by the 1988 harvest value of $724 million. In addition to setting a record for pink salmon, the total number of salmon harvested also set a new record at 272 million fish.

“Our salmon managers across the state have done an excellent job of ensuring sustainability of our salmon stocks while optimizing fishing opportunity. We had an outstanding year over-all, though some areas returns did not allow for desired harvest levels,” said Director Jeff Regnart, ADF&G Commercial Fisheries Division. “We are pleased that so many Alaskans are able to enjoy the economic benefits of our salmon resources.”

Sockeye salmon narrowly held onto its position as the most valuable salmon species harvested in Alaska’s commercial salmon fisheries, with a statewide value of $284 million. Almost half of this came from Bristol Bay, where the price was up even though the harvest was modest. Pink salmon, riding a huge wave of production across multiple fishing areas, brought in $277 million. Chum, coho, and Chinook salmon, respectively, filled the remainder of the ranks.

Bristol Bay, usually the most valuable salmon fishery in the state, fell to third place this year behind Southeast Alaska and Prince William Sound. Southeast and Prince William sound realized the largest pink salmon harvests ever recorded in their management areas; just over 91 million pink salmon from Prince William Sound, and 89.2 million pink salmon from Southeast Alaska.

This year’s title of most valuable salmon fishing area in the state belongs to Southeast Alaska, with an all- species harvest value of $219 million. In addition to the $124 million in pink salmon, Southeast chum and coho salmon yielded values of $43.6 million and $23.4 million, respectively. In addition, the Chinook salmon harvest in Southeast Alaska was worth $17 million. - More...

Alaska: AMHS Releases Summer 2014 Schedule - The Alaska Marine Highway System (AMHS) today announced the release of its 2014 summer schedule.

“Our goal each year is to release the summer schedule as early as possible,” said AMHS General Manager Captain John Falvey. “By doing so, Alaskans will have more time to plan their travel and visitors traveling to Alaska during the busy summer months may book their travel well in advance.”

Release of the 2014 summer schedule was dependent upon the important public comment period held in August and September. The comment period is an opportunity for communities and individuals to review and comment on the proposed schedule, and to make AMHS aware of significant community events.

For the second consecutive year AMHS revenues totaled record highs of more than $53 million. With no fare increases, the revenue was generated by increased ridership, which included over 114,000 vehicles transported. The revenue generated represents a 30.7% recovery of the system’s total operating cost. - More...

letter BC mine proposal on Unuk headwaters By Victoria McDonald - Since 2008, Seabridge Inc of Toronto, Canada has been compiling studies and engineering plans, into a 42 volume, 3,100 page document concerning the KSM mining proposal on the headwaters of the Unuk River. Seabridge was in Juneau in late August to talk to State and federal officials and met with a few tribal officials to give an hour and a half power point presentation. Water quality issues that will result from this massive project were described as one-of-a-kind technology that will be used to treat huge amounts of storm water, ground water and millions of gallons of water expected from three huge pits, all expected to produce acid mine drainage. Truman was President of the United States the year I was born. On 9/11/2001, I was working a temporary job--between stints of regular employment but glad to be working just the same. Being on the east coast of the US in the same time zone as New York and Washington, I arrived at work in time to hear the news as it happened. Sensing how America would react to the unbelievable events that were unfolding before our very eyes and ears, our management sent everyone home for the day. I was at work when I heard the first news reports and when the second plane hit the tower. I reached home in time to turn on the television and watch live as the first tower fell . . . and then the second. Over the next several days, as more news and pictures came in, the truth began to sink in. We, as a nation, were at war. The horror of it all was incomprehensible. There were the images of people in sheer desperation plunging from the sides of the buildings, the sound bites of bodies hitting the side walks, endless replays of video of the planes plunging into the sides of the twin towers, glass and debris showering down. You couldn't help wondering what you would have done in the very same situation that people at the scene found themselves in that day. - More...

letter Consumption tax By David Shipp - With regard to Mark Curran and his opinion of the FAirTax: Let's keep this simple for Mark Curran's sake. Mark does not seem to understand that the FairTax, H.R.25 is a replacement for the income tax. As such, Federal , State, City, and any other employer, are already paying tax. They pay the required tax for the privilege of having employees. the matching of social security, FICA, the cost of keeping track of all the wages they pay, sometimes needing an entire wing of employees just to accomplish this, and the tax they pay called corporate taxes. letter FairTax: HR 25 By Fred Walker - I have to disagree with the fine print statement of MR. Currans' letter. There is no fine print in HR:25. The sections you seem to be referring too mostly fall under sections 701 704 around page 89 of HR:25. You are somewhat correct in your statements about Governments being subject to taxation under HR:25. However this is a good thing! Talk to anyone who has to compete in business with a Government that is exempt from the taxes imposed on private business and you will understand. This is a very unfair advantage and has lead to much of the hi-cost of Government. - More...
