ALASKA PRE-K RANKS HIGH ON QUALITY STANDARDS AND SPENDING PER CHILD BUT THE STATE SERVES TOO FEW CHILDREN; National annual survey labels recession’s impact ‘a depression for many young children - Alaska’s pre-K program was one of only five state programs to score a perfect 10 on benchmarks for quality standards, according to the annual survey of state-funded preschool programs released today.

The State of Preschool 2010 showed that Alaska was also in a top spot for spending per child, ranking 3rd in the nation. However, the state served few children and ranked as 38th out of 40 states funding preschool education programs. In the 2009-2010 school year, Alaska joined Rhode Island in starting a pre-K program for the first time. These are the first new states to begin providing pre-K in many years, though both efforts are modest pilot programs.

“While it is a small pilot, Alaska’s pre-K program devotes more resources per child than most states and the program meets all 10 of NIEER’s quality standards benchmarks,” said W. Steven Barnett, co-director of the National Institute for Early Education Research (NIEER) and author of the report. “State leaders should hold the governor to his proposal to maintain funding for this high-quality preschool education program.”

Nationwide, Barnett warned that preschool-age children felt the effects of the recession for the second year in a row only the impact was far greater the second year.

“Overall, state cuts to preschool funding transformed the recession into a depression for many young children,” said Barnett.

“In the 2009-2010 school year the effects of the recession became fully apparent despite federal government aid to the states for education,” Barnett said. “Total enrollment barely increased over the prior year.  Total spending by the states decreased, and per-child spending declined in inflation-adjusted dollars.”

The funding situation may get worse even as the economy slowly recovers.  Federal funds to help states weather the recession are now gone. Without the aid from the federal economic stimulus, funding per child would have been even lower, approaching its lowest level since 2002 when NIEER began tracking state preschool performance.

The depth of the decline varied considerably by state.  A few made modest progress.  Many held steady.  In others, cutbacks were sometimes severe.

The top 10 states ranked by percentage of children served at age 4 were Oklahoma, Florida, West Virginia, Georgia, Vermont, Wisconsin, Texas, New York, Arkansas, and Iowa. On the other end of the scale, 10 states still provided no state-funded preschool education programs. - More...

Alaska: ANCHORAGE POLICE OFFICER CHARGED WITH PASSPORT FRAUDUnited States Attorney Karen L. Loeffler announced Friday, April 22, 2011, that Rafael Mora-Lopez, also known as Rafael Espinosa, age 51, of Anchorage, has been charged with passport fraud in violation of 18 U.S.C. § 1542. The defendant worked as an Anchorage police officer under the name Rafael Espinoza.

Mora-Lopez is scheduled to be arraigned on the charge, which carries a maximum ten-year sentence, before United States Magistrate Judge John D. Roberts at 3:00 pm today.

Mora-Lopez’ use of a false name was discovered by agents of the State Department Diplomatic Security Service. Further investigation revealed that the individual using the name Rafael Espinoza was, in fact, Rafael Mora-Lopez. From that discovery just a day ago federal agents have been working closely with the Anchorage Police Department to evaluate the facts. - More...

Alaska: Smoke Alarms Save Wasilla Couple in Early Morning Fire - Smoke alarms woke two Valley residents in time to escape a fire in the first floor of their three story home on Emperor Goose Circle in the Wasilla area. The couple called 911 and reported being awakened by smoke alarms and heavy smoke conditions in their home at approximately 1:30 am Tuesday morning. Fire units from four Central Mat-Su Fire Department stations responded to the fire and were able to quickly bring the fire under control. One first floor bedroom received extensive fire damage while the rest of the home sustained heat and smoke damage.

After preliminary investigation, the probable cause of the fire was narrowed down to two portable electric heaters being used to heat the room where the fire started. Several extension cords and other heaters were being used to heat the first floor of the home.

The Alaska Division of Fire and Life Safety reminds Alaskans that portable space heaters should not be used as full time heaters and should be kept at least three feet from combustibles. Using extension cords to power electric heaters can cause the cords to overheat and become a fire hazard. - More...

Ketchikan: KETCHIKAN GENERAL HOSPITAL HOSTS FIRST ANNUAL PASSPORT TO HEALTH EVENT - In recognition of National Hospital Week, National Nursing Home Week and other health care celebrations in May, Ketchikan General Hospital will host its first annual Passport to Health event on Friday, May 13th, from 11 a.m. to 1 p.m. starting in the KGH main lobby.

Part scavenger hunt, part health fair, guests will receive a watertight first-aid box, a passport, and a map to destinations within the hospital. POW: ‘Nolan the Colon’ To Tour Prince of Wales - Nolan the Colon is coming to Prince of Wales Island for the first time on May 2-5. The SouthEast Alaska Regional Health Consortium (SEARHC) will host “Nolan the Colon” for a tour of Klawock, Hydaburg, Craig and Thorne Bay.

Nolan the Colon is an inflatable, interactive super colon, standing more than 10 feet tall and 25 feet long, designed to raise awareness about the importance of colorectal cancer screening. Nolan is big enough for people to walk through, so they can see what a healthy colon looks like and see how precancerous polyps can grow to become colorectal cancer. Colorectal cancer (cancer of the colon or rectum) ranks among the leading causes of death for Alaska Natives, and Natives are twice as likely to be diagnosed with colorectal cancer as non-Natives. - More....

letter KIC By Stephanie Rainwater - On my recent trip to Ketchikan, I was pleasantly surprised and delighted with all the new construction projects going on within the Ketchikan Indian Community (KIC).  Capital Project Manager Construction Trades Lead Adjunct, Charles Edwardson and KIC President Norman Arriola gave me a tour of KIC’s Southern Southeast Technical College, which will provide training skills for Southeast Alaska youth, Native and non-native.  Norman Arriola stated, “Tribal Council established a college endowment fund to assist students’ to further their education, this was set up in 2007.” Last year Charles Edwardson used his personal funds to travel to the Legislative Fly to secure state funding for this project, this proved to be a successful endeavor, the state’s contribution was half a million dollars and according to Charles there is more state funding to come.  Hat’s Off to Charles Edwardson!
